| 摘 要： | 作为科学发展观的核心内容，可持续发展强调人与自然的共生共存，强调经济、社会与资源、环境协调发展。就青海来说，实施可持续发展战略的关键在于战略目标的确立和有效实施。而鉴于可持续发展的基本要求和省情的特殊性，战略目标的制定应具有不同于以往的发展思路。
