摘    要:素质教育对于我国的科教兴国、可持续发展以及跨世纪人才培养都有着重要的意义.但在具体的实施过程中,还存在着"知行不一"、"牵强附会"、"改头换面"等现象.究其原因,主要是对素质教育的内涵、特点和规律性没有理解透彻.

Abstract:Quality-oriented education possesses important meanings in prosperi ng the nation with science and education, and it is also very important for our country's sustainable development and cross-centennial personnel training. Howe ver, there are still many abnormal phenomena during the course of concrete imple mentation, such as "knowing and doing differing","giving a strained interpretati on","changed to a new form","hanging out a sheep's head but actually selling dog 's meat" and so on. And its cause is traced mainly as the failure to thoroughly understand the intension, characteristic and regularity of quality education.
