| 摘 要： | 西部地区社会主义新农村建设的关键,是人才队伍的建设。要建设一支可以扎根于西部农村、熟悉了解西部农村的实用性人才队伍,就必须解决怎样吸引人才、留住人才、发掘人才和培养本地实用人才等这些在西部地区社会主义新农村建设中所要遇到的问题。只有解决了它们,才可以为建设新农村提供人才保证。政府应该通过机制转变、政策落实、加强西部职业技术教育等方法来改善目前西部的人才流失现状,从而为西部新农村建设提供智力支持和人才保证。

| Abstract: | The key point of the new socialist countryside construction in the development of the west regions is the talents team.To have a practical talents team that familiarize the west countryside and are willing to devote themselves in constructing the west new socialist countryside,we must solve the problems we will face inevitably in the construction,such as how to bring in talents,how to keep talents,and how to find talents.The governments have the responsibilities to improve the situation of talents loss from reforming the system,carrying out the measures and paying more attention to the vocational and technical education in west regions and so on.Only do like this can our govrenments offer intelligent support and talents ensurance for the west socialist countryside construction. |
