摘    要:人力资源、人力资本及人才三者间既有联系又有区别。人力资源开发之所以越来越成为一种市场投资行为而非福利行为,不仅是企业追求利润最大化,个人提升市场竞争中的竞争力的需要,更是国家参与全球经济大循环。吸引和争夺生产要素中的稀缺资源——人力资本的战略选择。这就要求我们以市场化和社会化的方式对人力资源进行投资开发。

Abstract:Human resource, manpower capital and talented persons are in some respects similar, but in some respects also different. Human resource development becomes more and more a kind of market investment behavior rather than welfare behavior, that is not only because the business enterprise pursues the maximum profits and individual promotes the competition ability in the market competition; but more important, also because the state adopts the strategy choice of participating the sparse resource in production factor-manpower capital. It requests us to obey the rules of market and society to invest and develop the human resource.
