| 摘 要： | 改革开放以来，我国计划经济体制向市场经济体制转变，从而引起了政府职能的转变。随着这一转变，需加深行政体制改革，转变行政执法模式。综合行政执法模式和“一站式”服务的尝试可以极大地方便公众，提升公共服务的效率及加快民主建设步伐。但综合行政执法模式和“一站式”服务本质上仍没触及政府角色职能转变和行政体制改革的问题。我国需建立一种遵循现代行政法的基本价值取向、坚持“以公众利益”为本的行政执法模式。

| Abstract: | Since reform and open policy economy system, thus the government function , China has been transformationing form Planned economy system to market carries on the transformation . So the administrative system must deepen the reform and transformation administration law enforcement pattern. Comprehensive administrative law enforcement pattern and
“one-stop” work style service convenient publicenormous ,and promoted the efficiency of the public service, speed up the democracy construction step.But,comprehensive administrative law enforcement pattern and “one-stop” work style service had still not touched the government function transformation and the administration organizational reform essentially.Our country must establish a kind of administrative law enforcement pattern which deferences modem administrative law basic value ofientationand insists take public benefit as the basic. |
