| 摘 要： | 本文通过阐述绩效评估在我国的发展状况,分析了公众参与对我国政府绩效的作用以及优缺点,明确公众在政府绩效评估中的角色定位,发现并解决目前公众作为政府部门绩效评估主体的流程中存在的问题,致力于发挥公众主体在政府绩效系统中的积极作用。

| Abstract: | Based on the introduction of the development of achievements appraisal in China,the paper analyzes the function as well as the good and bad points of the public participation in China＇s government achievements appraisal and points out insufficiency of the system. In the paper,the author makes clear the role orientation of the public in the government achievements appraisal and finds a solution to the problems in the public as the subject of evaluation. Furthermore,the paper pays emphasis on the positive role that the public plays in the government achievements system. |
