| Abstract: | The awareness,introduction and publicity of the features,roles and functions of public libraries in the late period of the Qing Dynasty cleared up the conceptual and ideological obstacles of modern libraries for modern citizens.The evolvement of libraries,the stipulation of laws and statutes about libraries established the rudiment of modern public libraries. |
