| 摘 要： | 由于资金、经验、技术、实施等条件的限制,危机事件的处理存在多种形式的不公平:群体之间的不公平、区域之间的不公平等。研究发现:贫困儿童、穷人等弱势群体在危机中往往比其他群体面临更大的风险;经济不发达地区发生安全事故的严重程度超过经济发达地区。危机管理作为一种公共产品,应由政府提供,这样可有效解决公众包括弱势群体面临危机的公平性问题,促进危机处理与社会经济的协调发展,增加整个社会的福利水平。

| Abstract: | Owing to the limitation of capital,experience,technology and the implementation of other conditions,there are various forms of unfairness in crisis events.The amount,probability and impact of crisis occurring in different groups or regions are different.Surveys showed that: poor children,the poor and other vulnerable groups were often at greater risk than other groups;underdeveloped regions suffered from safety accidents more than developed regions.As public goods,government should offer the crisis management.Thus,it can effectively resolve the public facing the fair,including disadvantaged groups,and promote coordinated development between socio-economic and crisis,and increase the level of benefits for the entire community. |
