| 摘 要： | 我国农业发展的总体情况是,小土地所有制及其与之相适应的家庭经营,具有普遍的规模效益。全面解决土地所有权合理化问题,是各项改革措施产生实质性效果的必要条件。应完善与之相关的法律制度,使得农地制度逐渐符合市场经济发展的客观要求。
