我国行政问责制中存在的问题及对策

摘    要:推行行政问责制,既是深化行政管理体制改革的重要内容,也是建设责任政府和服务型政府的必然要求。当前,我国在行政问责制方面还存在一些问题:责任意识淡薄,问责动力不足;问责主体不明,导致问责效果不明显;行政问责的法律体系不健全,无程序性、缺乏强制力作为保障;行政问责信息缺失。因此,必须完善我国的行政问责制。一是要强化责任意识,营造行政问责制的文化氛围;二是要严格职责划分,明确问责的主体;三是要健全法律法规,实现“制度问责”;四是要公开行政问责信息。

Abstract:To deepen the implementation of administrative accountability is an important part of the administrative system, but also the building of responsible government and service - oriented government imperative. China's current administrative accountability system, there are still some problems: weak sense of responsibility, accountability, lack of motivation; accountability of the main unknown, leading to little effect of accountability; administrative accountability of the legal system is not perfect, no procedural, the lack of coercive power as a protection; administrative accountability of information missing. Therefore, it is necessary to seek a way out of accountability: strengthen the sense of responsibility, and create a culture of adininJstrative accountability; strict segregation of duties, clear accountability of the main body; improve laws and regulations to achieve "system of accountability" ; public information on administrative accountability.
