| 摘 要： | 海权论对世界各国有重大和深远的影响。21世纪是海洋世纪，海洋对各国的发展起着越来越重要的作用。随着海洋产业迅速发展，海洋大国纷纷制定了自己的海洋战略。中国作为正在崛起中的大国，海洋更是具有战略性意义。然而，中国海洋权益却遭受到严重侵犯。维护海权、加强海洋意识、规划海洋战略，已经刻不容缓。

| Abstract: | On the reign of Chen Jitang in Guangdong, the main industrial business was consisted of provincial business industry and private industry, the former made great achievements while the latter underwent very difficult. The analysis of Chen＇s contributions on these two kinds of industries can provide us a new look for our construction. |
