我国国家资历框架构建的比较研究与应然研究

摘    要:国家资历框架的构建是国家实现教育改革发展,促进教育内部融通,畅通劳动力市场需求和教育供给渠道的重要举措。随着世界范围内国家资历框架构建浪潮的兴起和构建成效的呈现,我国对国家资历框架这一主题的研究,逐步由比较研究阶段的经验介绍深入到应然研究阶段的本土构建探索,涉及理论基础、背景分析、功能与影响、模式划分、结构与内容、实施与运行、典型特征等多个层面。当前在我国职业教育大力发展的背景下,促进国家资历框架及其与职业教育的相关性研究还需在加强以学习成果分类理论为核心的理论基础研究、继续深化资历框架内容和结构部分的研究、重视资历框架本土基础和经验的分析、实现研究主体、内容及对象全面性和针对性的兼顾等方面继续努力。

Comparative Research and Due Research on the Construction of National Qualifications Framework in China

Abstract:The construction of the national qualifications framework is an important measure for the country and the region to realize the reform and development of education, promote the internal integration of education, and unblock the labor market demand and education supply channels. With the rise of the national qualification framework construction and the emergence of the construction effectiveness in the world, China's research on the theme of the national qualifications framework has gradually been explored from the comparative research stage to the local construction exploration of the due research stage, involving theoretical basis, background analysis, function and impact, pattern division, structure and content, implementation and operation, typical characteristics and other aspects. At the current stage, under the background of the vigorous development of vocational education in China, the promotion of the national qualifications framework and its correlation with vocational education needs further efforts in the following aspects: First, strengthen the theoretical basis with the classification theory of learning outcomes;Second, continue to deepen the research on the content and structure of the qualification framework;Third, attach importance to the analysis of the local foundation and experience of the qualification framework;Fourth, to achieve comprehensive and targeted consideration of the research subject, content and objectives.
