| 摘 要： | 代课教师指没有事业编制的临时教师,其为我国农村义务教育的发展做出了重要贡献。积极稳妥地解决农村义务教育学校代课教师问题,有助于切实促进我国农村义务教育的持续健康发展和社会的和谐稳定。妥善解决农村代课教师问题,应:承认代课教师的历史贡献,将其纳入师资管理范围;研究制定代课教师招考转正政策;建立代课教师补偿政策,妥善处理未转正代课教师;建立妥善解决代课教师问题的经费保障制度,并建立监督问责机制与激励机制。
