| 摘 要： | 公共危机管理一直是我国学者研究的一个热点话题,对公共危机管理的内涵、主体、公共危机管理的模式以及公共危机管理体制机制的构建是学者们研究较多的几个方面。对于公共危机管理的内涵目前存在两种观点,一种观点是认为危机管理是对突发事件进行的管理,另一种观点认为危机管理是对公共危机发生的全过程进行的管理;在对公共危机管理的主体方面,存在三种不同的观点;在对公共危机管理的模式研究方面,不同的学者分别从电子政务的视角、知识管理的视角以及协同治理的视角对公共危机进行管理;最后,在对公共危机管理体制机制的构建方面,我国学者目前的研究主要集中在对公共危机管理的各个环节中。

| Abstract: | Public crisis management has always been a hot topic in the researches of Chinese scholars whose study mainly focuses on connotation,subject,mode of public crisis management and the construction of public crisis management system and mechanism.There are generally two views on the connotation of public crisis management,one takes crisis management as the management of emergencies,the other takes crisis management as the management of the whole process of public crisis.Three different views and different studies on the mode of public crisis management and views on the main body of public crisis management are summarized.The author manages the public crisis from the perspective of e-government,knowledge management and collaborative governance.Finally,concerning the construction of public crisis management system and mechanism,the current research of Chinese scholars mainly focuses on each link of public crisis management. |
