| 摘 要： | 教育作为一种公共产品或准公共产品 ,政府既可以直接生产提供 ,也可以用公共资金来收购 ,然后再提供给公众。政府充当采购者、质量控制者 ,而不是生产者 ,这不是一种简单的供求关系的变化 ,而是意味着在市场有限介入的情况下 ,传统意义上的政府与学校的关系将发生根本性的改变。政府采购将重构政府与学校之间的关系 ,重塑政府、市场、学校新的关系模式

| Abstract: | Since education is a kind of public product or quasi public product, the government can either produce or provide such product to the society or purchase it with public fund before providing to the public. The government serves as a purchaser and quality controller instead of producer. This is not a simple change of the supply demand relation but implies the substantial change of the traditional relation between the government and schools under the circumstances of the limited involvement of market practice in school education. The practice of government procurement will readjust the relation between the government and schools and develop a new connection mode among the government, the market and schools. |
