| 摘 要： | 公共性作为现代教育最基本的特性,是学校制度形成的逻辑起点,应在学校制度中得到最明显的体现。公共性所表现出的合理性、公益性、公平性和公开性,为学校制度分析提供了基本的价值维度。将公共性作为学校制度的基本价值有利于推动学校制度建立公共理念,有利于建立有效的学校评估范式,有利于建立行为规则并保证学校制度的实施,有利于保证对学校制度性问题的认定合理有效。

| Abstract: | The public nature, as the most basic feature of modern education, is the logic starting point of school system and should be obviously reflected in school system. Actually, the rationality, public welfare, fairness and openness reflected in the public nature of education have provided a basic model to the analysis of school system. The practice of taking the public nature as the basic value of school system choice and arrangement is beneficial to the establishment of public concepts of school system, effective model of school evaluation and code of conduct and beneficial to the guaranteeing of a rational and effective identification of the system-related issues. |
