| 摘 要： | 半个世纪以来,欧盟一体化发展取得了令人瞩目的成就,而其政治领域的一体化远远落后于经济领域,共同外交与安全政策作为欧盟政治一体化的关键性政策领域有着其重要的作用。从欧共体外交政策行动到欧洲政治合作,再到欧盟共同外交与安全政策正式确立,欧盟共同外交与安全政策的发展和法理基础呈现出现鲜明的渐进性特征。新功能主义和政府间主义对于欧洲一体化的发展提出了各自不同的分析框架和解释,而对于共同外交与安全政策而言,政府间主义更为贴切、合理。

| Abstract: | The integration of the European Union has made good progress in the past half century, though political integration was behind the economical integration. As the crucial policy of the political integration of the European Union, the Common Foreign and Security Policy (CFSP) is very important. From EC Foreign Policy Activity to European Political Cooperation and then to the CFSP was established, the development and the legal basis of the CFSP characterized step by step. The neofunctionalism and the intergovernmentalism put forward the different explanation to the European integration, however, the intergovernmentalism is more reasonable for the CFSP. |
