| 摘 要： | 国家实验室是体现国家意志、实现国家使命、代表国家水平的战略科技力量,目前,我国的国家实验室建设尚处于起步阶段。通过梳理国外经验,总结国内先行省市实践探索,针对武汉在建设国家实验室方面的基础与挑战,从战略定位、发展目标、功能设置、运行机制、实施保障等方面提出建议,支撑武汉科技创新中心与创新型城市建设。

| Abstract: | The national laboratory is a strategically scientific and technological force that reflects the national will,realizes the national mission,and represents the national level.China’s national laboratory construction is currently in its infancy.By sorting out international experience,summarizing the practice and exploration of domestic leading provinces and cities,and aiming at the foundation and challenges of construction of national laboratory in Wuhan,this paper presents recommendations from the aspects of strategic positioning,development goals,function settings,operating mechanisms,and implementation guarantees to support Wuhan science and technology innovation center and innovative city construction. |
