| 摘 要： | 近年来,随着国家重点实验室在国家创新体系中定位的变化以及国家重点实验室专项经费的投入,重点实验室开放基金的管理模式也发生着新的改变。本文在分析国家重点实验室开放基金特点的基础上,以水沙科学与水利水电工程国家重点实验室为例,对新形势下开放基金的管理模式进行了探讨,特别是对于好奇心驱动的探索研究以及重在选人的投入模式等方面进行重点讨论,同时在课题管理的文化建设以及规范化等方面提出建议。
