| 摘 要： | 公众对于政府的信任,其实质上就是公众在信息不完整或结果不确定的条件下,对政府这一＂抽象系统＂自身的能力、政策执行的效果、政府处理公共事件的方法及其效果等所持有的一种合理期待与信心。政府在社会治理过程中,一方面要使公众对于政府决策充满信任,＂取信于民＂;另一方面,则要相信公众,积极引导公众群策群力,共同决策。同时,现代政府要将信任规范内化为价值取向和道德追求,从而成为政府自身道德自律的准则。

| Abstract: | Public confidence in the government,its essence is essentially a public reasonable expectation and confidence in government＇s capacities,effectiveness of policy implementation,the method and effect of dealing with public events,etc.under the condition of incomplete information and indefinite result.In the process of social governance,on the one hand,government must increase public confidence in government decision making,＂winning the people＇s confidence＂;on the other hand,government should believe the public,actively guide the public to pool the wisdom and efforts of everyone,and share decision-making.So modern government should internalize trust standard into value orientation and moral pursuit,and make it become standards of government＇s own moral self-discipline. |
