| 摘 要： | 抗战爆发时期，中国共产党根据社会主要矛盾的变化及建立广泛的抗日民族统一战线的迫切需要，及时推动政治体制的改革，即将工农专政的苏维埃体制改变为苏维埃人民共和国。探索建立“行政与立法并列”、“行政与司法合一”的议行并列的议会制度以及具有广泛群众基础和阶级基础的“三三制”政权组织形式，实现了普选民主制度。
