| 摘 要： | 中国近代对外实行人才客卿制、借材异域是时局所迫,但在具体操作中也暴露出了诸多局限性--延误了中国现代化进程,虚费了中国宝贵的财税收入,便利了列强对中国的控制.不过也孕生了一些借才的积极举措,如有明确的借才目的与高度的借才意识,有明确可行的用才衡量标准,还有良好的用才机制,对之思考有着极强的历史与现实意义.

| Abstract: | It was necessary to borrow talent from foreign areas and utilise them in modern China ,however, many negativities were showed when we did so. It delayed the course of Chinese modernization ,and wasted the precious revenues in modern China .It was easy that the Great Powers controlled modern China . But also the modern China generated many active steps of borrowing talent from foreign countries, such as explicit aims of borrowing talent and high ideal of borrowing talent,definite and practicable criteria of measuring the borrowed foreign talent and also excellent mechanism by which foreign talent were used . |
