| 摘 要： | 北约政治协商制是北约成员国制定共同的对外政策，发挥北约社会职能的政治与军事联合实践，是北约建立和发展的基础，北约政治协商制的形成是由多种因素决定的，其基础在于战后欧洲冷战格局的变化，但其深层的原因还在于新形势下欧洲的国际合作实践（欧洲安全防御政策），美，欧共同的社会思想传统以及美国扩张性，对抗性的外交战略和政策的巨大影响，北约政治协商制的形成是个动态的过程，在北约建立后不断发展，完善，北约政治协商制的基础充斥了不对等的力量对比，发展极不平衡，其政治结构中存在的问题严重影响了北约在两极格局中作用的发挥，削弱了其在冷战对峙中的地位，最终危及其存在。

| Abstract: | The Consultation System in NATO lied on the changing station of the cold war in Europe, There were deeper reasons anymore, such as the common spiritual tradition of America Europe, the post foreign policy of the U.S., and the practice of the unity in Europe, etc. Although the Consultation System played a important role in the politics and foreign Affairs of NATO, the problems in the political structure restricted the practice of NATO eventually. |
