| 摘 要： | 美国对华人权战略,是美国对华总战略“遏制”战略的次战略。它发端于美国的对华和平演变战略,产生于1989年中国的“六.四”时期,定型于1994年。美国对华人权战略的目标,是用人权做为外交政策工具,实现美国颠覆中国社会制度的目的。为实施这一战略,美国采用了“软”、“硬”两手。“软”的一手,是在“改进”中国“人权”的借口下,通过“友好”的“对话”、“交流”和“合作”等方式,逐步推行美国价值观和政治制度。“硬”的一手,是直接向中国政府施加压力,企图迫使中国逐步采用西方的人权标准,采用西方的政治制度,最后在中国发生“安静革命”、“和平革命”、“颜色革命”,或“和平演变”,使社会主义的中国蜕化到资本主义。

| Abstract: | US human rights strategy towards China is a sub-strategy subordinated to US strategy of engagement of China.This strategy emerged after "The Turbulence in June 4th 1989 in China" and established in 1994.US human rights strategy aims to cause a quiet revolution or a peaceful evolution in China in the near future by using human rights issues as weapons.To implementation of this strategy,the Americans adopt dual approaches,i.e.,soft and tough tactics.On the one hand,the soft approach is through 'friendly' dialogue, exchanges,and cooperation between US and China on China's human rights issues.The tough approach,on the other hand,is directly attack China by criticizing China's human rights conditions |
