| 摘 要： | 本文对我国现阶段公用企业中的垄断特征及成因作了初步分析，也对我国公用企业中因存在自然垄断而造成的阻碍竞争、阻碍市场经济体制构建第一系列危害性作了详细分析，明确了在我国公用企业中反垄断的必要性，并提出了通过构建现代企业制度、引入竞争机制及规范公用企业的市场行为等措施来完善反公用企业垄断法律制度的建议。

| Abstract: | This paper analyses initially the features and the cause of formation of monopoly of public enterprises at present in our country.It also analyses in great detail the harmfulness of hindering competition and the system formation of market economy caused by the natural monopoly which exists in the public enterprises of our country.At the same time,it defines the necessity of opposing monopoly in our public enterprises,and it goes further into the legal systems by forming the systems of modern enterprises,importing competition mechanism and standardizing the market action of public enterprises. |
