| 摘 要： | 实施西部大开发战略，坚持走依靠知识创新的发展道路，只有在以开拓市场为先导的创新理念、以科技创新能力为核心的综合竞争实力、以提高经济效益为核心的创新管理体制、依靠用人机制创新为根本的创新意识、有利于提高劳动创新能力的评价标准、有利于人才充分创新的管理模式、以信息化推进和信息产业发展为主导的知识创新发展思路等方面实现突破和创新，才能够有所作为。
