| 摘 要： | 清朝初期,顺治帝接受了明朝灭亡的教训,更是为了安定民心,平息当时全国各地人民的抗清斗争,他非常重视整肃吏治.鉴于明朝宦官专权祸国的教训,严禁宦官交接外官;制订了严厉的惩贪法令;并沿袭了明代御史巡按地方的制度.

| Abstract: | In early Qing Dynasty, Emperor Shun-chih took the lesson from Ming's f all and attached great importance to the rectification of his officers. A more i mportant purpose of his action was to pacify the people so as to subside the ant i-Qing struggles all over the country. Learning from Ming's lesson, he forbade t he eunuchs to associate with officers, worked out strict laws to punish corrupt officers, and followed Ming's system of minister's tour inspection. |
