| 摘 要： | 学术自由是理智的自由，包括研究自由、教学自由、学习自由。学术自由的内在本质和外部环境决定了学术自由呼唤学术规范。学术规范是理性的规范，包括法律规范、政策规范、制度规范、道德规范。正确认识学术规范的特殊性和合理性是学术规范保障学术自由的必要条件。

| Abstract: | Academic freedom,including research freedom,teaching freedom and learning freedom,is intellect freedom. Its internal essence and external conditions call for a rational academic standard of laws,policies,systems and moralities. A correct understanding of the specific and reasonable characteristics of academic standard is the indispensable condition for safeguarding academic freedom. |
