| 摘 要： | 把"公共财产神圣不可侵犯"扩展为"国民财产神圣不可侵犯"原则,并据此修改宪法及相关系列法律,既有利于为各类企业发展创造平等竞争的环境,又能充分体现"依法治国"的基本方略的内在要求,同时,特别是在强调国有经济"有所为、有所不为"的今天,更为多元投资主体的生成和发展提供了广阔空间.

| Abstract: | The principle that the wording of "public property is inviolable" is changed into that "national property is inviolable", along with the corresponding revises of the constitution and laws not only creates a equal competitive environment for the development of various enterprises, but also reflects the internal demand of the basic policy of " ruling the country by law". Meanwhile, in present situation when, a social climate as "action or not" of state-owned enterprises is prevailing, it brings more and more promising future for the subsistance and development of pluralistic investment subjects. |
