| 摘 要： | 环境行政执法是环境保护的重要内容，但执法机关在执法过程中面临许多困难。环境行政执法的障碍主要有：地方政府不正确的政绩观和发展观而导致的地方保护主义，环境执法机关的权力有限，对违法行为处罚力度小，以及公众环保意识欠缺。本文拟在分析我国环境行政执法障碍的表现及原因基础上，提出突破环境执法障碍的对策，以期对环境保护法的修改、实施寻求理论依据。

| Abstract: | The environmental administration law enforcement is the important content of environmental protection. However, in the enforcement process, law enforcement agencies face many difficulties. The obstacles of environmental administration enforcement mainly come from the regional protectionism caused by the incorrect views of political achievements and development of local government, the insufficient authority power of enforcement agency, the minor punishment to illegal activities, as well as public views of environmental protection. This article is based on the analysis of the behaviors and causes of hinders of environmental administration enforcing, and then puts forward the countermeasures, desiring to explore the basis for the modification and enforcement of the Environmental Protection Law. |
