| 摘 要： | 基于《全民健身计划纲要》的工作部署和农民健身工程的执行任务，新农村体育服务体系所属范畴和建设就具有了重要意义。新农村体育服务体系具有目的性、协调性、成效性、收益性和可持续性等基本特点，其目标体系可从思想、组织、活动、规划和任务五个方面进行构建，并贯彻“帮助——带动——扶持”的服务方针，沿着“下乡——进村——入户”的服务路线，采用“示范——激励——监督”的服务手段，为农民体质的持续增强提供实践指导和服务保障．真正体现亲民、便民和利民的体育服务宗旨。

| Abstract: | The paper was based on the deployment job of National Fitness Program and the implementation mission of Farmer Fitness Works. There is a version of the origin, category and significance of sports services system in new rural areas. The basic characteristics lie in its purpose, coordination, effectiveness, profitability and sustainability. Its target system is constructed from ideology, organization, activity, plan and mission, with carrying through the service policy of ＂Helping-Driving-Supporting＂, along the service line of ＂Entering Countryside-Going to Village - Going into Home＂, and taking the service means of ＂Exemplar-Excitation-Supervision＂. Practical guidance and services protection could provide rural farmers to strengthen their physique continuingly and the purpose of sports services would truly approach people, bring convenience to people and benefit people. |
