| 摘 要： | 正确处理政府行为与市场机制的关系影响到小康社会建设的成败,因此我们必须重新从理论上认识“看不见的手”与“看得见的手”的关系,重新认识国家、政府以及政府的几项基本职能,即管理职能、事业职能、经济职能。其中最重要的职能是管理职能,经济职能的主要作用是调整社会效率与公平。在发展中国家,政府的经济职能是随着社会不断发展而不断地从直接转向间接。

| Abstract: | Dealing correctly with the relationship between government's actions and market mechanism has a great effect on the construction of our better-off society. Therefore, theoretically we must have a better understanding of the relationship between the "invisible hand" and the "visible hand", of the stale, of the government, and of the basic functions of the government, that is, the functions of the management, the cause, and the economy, of which the function of management is the most important. The economic function is mainly to adjust the efficiency and justice of the society. In developing countries, the economic functions of their governments change constantly from directness to indirectness as the society develops. |
