| 摘 要： | 国家铁路建设规模急剧扩张时建筑行业在人力资源与市场需求之间出现种种尖锐矛盾，结合工作实际，从市场应对、盘活和稳定企业人力资源到培育内外部人力资源四个方面由近及远地提出一些具体的构想和建议。

| Abstract: | Along with the rapid expansion of railway construction scale in China, various acute contradictions between human resource and market demand appear in the construction trade. In connection with actual work, some specific ideas and suggestions are brought from four aspects (from the near to the distant) which are market countermeasures, revitalizing and stabilizing human resource in an enterprise and foster inside and outside human resource. |
