| 摘 要： | 高等教育社会投入是高等教育投入的重要组成部分,其结构变化反映各国高等教育发展的动向。1998-2008年我国和经合组织成员国(简称OECD国家)高等教育社会投入总量占GDP比重都呈上升趋势,但投入的来源结构变化存在差异。从占GDP比重看,经合组织成员国在财政投入、学杂费、其他社会投入等总体上较协调,我国则呈现为财政投入下降、学杂费大幅激增、其他社会投入无明显增长。我国高等教育投入改革的方向应是:提高国家财政性投入和其他社会投入的比重,同时完善学杂费政策;明确政府、高校、企业的责任,形成三方合力。
