| 摘 要： | 注重党员质量是无产阶级政党建设的一个基本原则,也是执政党自身建设的基础,因为党员素质关乎党的战斗力的强弱。新时期党所处的国内外环境和肩负的历史任务发生了许多重大变化,使党的领导水平和执政水平面临新的挑战和考验,同时也给执政党党员素质提出了新的更高要求。
