| 摘 要： | 我国绝大多数高校学报虽然都设立了编委会,但大多数形同虚设,未能对学报编辑出版起到应有的指导、监督和咨询等作用。要有效发挥编委会的作用,首先应组建一支优质高效的学者型编委队伍,其次应健全必要的制约和激励机制,再次应实行动态化管理,并注意加强与编委的沟通与联系等等。
