The author believes that 21st Century COE Program has been playing an ex-traordinarily role within Japanese universities in raising the level of science and research as a whole, cultivating toptalents in science and research, enhancing industrial competitiveness. This program is significant to the development ofworld-class universities and reform of higher education. |
