| 摘 要： | 合肥应以底线公平为基本理念，以社会保障建设与经济发展相促进、确保经济增长的活力和效率为原则，建立城乡统筹、统一而非人为割裂的社会保障制度。主要包括建立完善的以最低生活保障为核心的合肥市社会救助体系，建立覆盖全市城易人口的基本养老和大病统筹的基本医疗保险制度，从而基本建成“底线公平的社会保障制度模式”，努力使全市城乡居民享有“老有所养、病有所医、困有所扶、少有所学、住有所居”的美好生活。

| Abstract: | Hefei must regard baseline equity as the basic ideology, take balancing the social security and economic development as a matter of principle, which doesn＇t harm the regional economic growth and efficiency, and make efforts to establish a united but not an artificially split social security system for urban and rural areas. At last the urban and rural residents should be given basic security, including a perfect social aiding system focusing on subsistence allowances, a basic endowment insurance system and medical system based on comprehensive arrangement for serious disease for overall urban and rural areas, so as to construct a social security mode with equity baseline and realize a happy life for overall urban and rural residents in aspects of endowment, medical, educational and housing system |
