| 摘 要： | 建设国家开放大学，是教育规划纲要提出的一项重要改革任务，也是我国构建终身教育体系和建设学习型社会的现实需要。在我国，建设国家开放大学，不仅要充分利用广播电视大学系统的现实基础，同时也要充分利用社会力量，建立相应的外部支撑体系。为此，有必要开展有关国家开放大学支持联盟研究，为国家开放大学建设实践提供理论依据。本文系统论述了联盟的概念和高校联盟的模式，介绍了国家开放大学支持联盟的内涵、目的、性质和意义。文章还对国内学者提出的开放大学联盟的概念进行了辨析，发现“国家开放大学支持联盟”和“开放大学联盟”存在着主体和模式上的不同，且从历史和现实看，“开放大学联盟”的提法容易产生歧义，建议慎用。
