| 摘 要： | “大跃进”时期,农民利益因农村信用管理体制的改组而受到极大损害.弱势民众在其利益表达渠道淤塞的情况下,只能借助“弱者的武器”进行“反行为”的利益表达.农民的消极抵制,引起了党和国家的重视,随后采取了一系列旨在恢复农村信用管理体制的措施.国家政策的适时调整,及时保护了农民的基本利益.
