| 摘 要： | 知识产权文化概念是由世界知识产权组织提出来的。知识产权文化是一种新型的文化形态，它是人类在创造、运用、管理、保护知识产权、发展知识产权经济过程中产生的物质成果和精神现象的总和。其政治功能主要表现在有利于国家创新文化的建设、有利于和谐知识产权秩序的构建、有利于国家“软实力”的增强、有利于国家外部形象的提升等方面。目前积极发挥我国知识产权文化的政治功能不仅具有必要性，而且具有可能性。

| Abstract: | Intellectual property culture is put forward by the World Intellectual Property Organization. It is a new kind of cultural patterns,it is the sum of the material and spiritual phenomena created by human beings in the process of the creation, utilization, management, protection of intellectual property of the results. Intellectual property culture is favor of a national innovation culture, building harmonious order of intelle~ual property rights, enhancing the state of ＂soft power＂ and the external image of the country. Currently it is not only need, but also possibility to play the political function of intellectual property culture. |
