| 摘 要： | 构建适宜于西部大开发战略所需的人力资源环境的关键在于创新性人才的培育。培育一批具有创新观念、创新精神与创业能力的创新性人才 ,是内蒙古实施西部大开发战略的核心工作。这其中 ,观念突破是基本前提 ,构建整合的创新政策体系是目标。在此基础上 ,内蒙古的创新政策应着重指向降低创业门槛 ,构建产业孵化体系等方面

| Abstract: | The key to building up an environment of human resources for implementing western development lies in cultivating innovative talents.The cultivation of talents with innovative ideas,enterprising and pioneering spirit is the most important work for Inner Mongolia in implementing the strategy of western development.In this process,the fundamental premise is to break through old modes of thought and the goal is to construct an innovative policy system.Based on this system,Inner Mongolia should adopt some innovative policies with purpose of facilitating the procedure of starting business and forming a system to incubate industries. |
