| 摘 要： | 基于信息化背景下的电子政务使政府在办公方式、管理方式等方面发生了深刻变革.这种变革不仅发生在政府职能的转变上:由传统的政府管理模式转变为扁平化政府管理模式;而且对城市功能也产生了重要影响:产生了协作效应、替代效应、需求与服务积聚效应.
