| 摘 要： | 以科学发展观指导高校党建工作，就是要使党建工作做到“以人为本，全面、协调、可持续发展”。要在实践中遵循党建规律和教育规律，结合高校自身特点，围绕人才培养、科学研究、社会服务、文化传承四大中心工作，正确处理党建与高校中心工作的关系，坚持党建为中心工怍服务，发挥党建在高校发展中的引领、保障作用。

| Abstract: | The gist of the scientific outlook on development in the Party construction in colleges is manbased, full scaled and sustainable development. Related laws have to be observed, and principal objectives strengthened in teaching, research, social services,and cultural heritage. The Party construction should be atop all developing efforts in colleges. |
