摘    要:社会教育的勃兴是在中国近代国情所急、民情所需、教育所要的背景下产生的。社会教育承载着“开启民智”的重任,历经了艰难的发展历程。教育家群体对社会教育的关注,带来了巨大的思想力量。学制体系与社会教育关系之争,产生的“联络说”“并列说”“融合说”与“兼办说”,留下了近代以来中国教育发展过程中一个尚未破解的教育难题——社会教育制度化。这个难题的提出是前辈探索教育尊重国情,尝试建立国民教育制度系统的重要努力,为我们今天健全国民教育系统、完善学制体系、探索服务全民终身学习制度、深化教育综合改革提供了许多有益的本土经验。

Abstract:ocial education advanced along with urgent demand of China’s modern development, public needs, and times’ surging call for education, and bore the responsibility of opening the general public’s wisdom in its course of difficult development. Educators showed much concern over its advance, and argued long on the relationship between the educational system and the social education, thus producing the contact theory, the juxtaposing theory, the integration theory and the combination theory. However, an educational problem has been left unsolved: the institutionalization of social education. It was widely debated to explore a Chinese approach toward establishing a national system of education in line with the situations in China. The abundant research provides good localized implications for today’s endeavors to improve the national education system, perfect the national schooling system, explore the lifelong education mechanism, and deepen the comprehensive reform of education
