| 摘 要： | 以A省H职院为例考察高职院校执行国家高职教育变革型政策的过程,发现高职院校层次的政策执行主要受合法性机制、资源依赖机制和平稳机制的影响,前两种机制直接来自于高职院校与外部环境的关系,来自于基本体制对变革的要求;后者虽产生于高校内部环境,实际上仍是基本体制演变逻辑在校园环境中的内化。高职院校真正的变革很大程度上是学校有机的自我演进和自我发展的过程,内外机制的脱节、基本体制中变革与稳定的关系是高职院校改革表面上轰轰烈烈,内部却踯躅难行的根源。

| Abstract: | Based on the case study of H Vocational College of A Province,this paper investigates the process of implementing the national reform policies of higher vocational education by higher vocational colleges.It is found that the implementation of the policies by the higher vocational colleges is mainly affected by the legitimacy mechanism,resource dependence mechanism and stable mechanism.The first two mechanisms are directly from the relationship between higher vocational colleges and the external environment,and from the requirements of the basic system for change.Although the latter comes from the internal environment of colleges and universities,in fact,it is still the internalization of the basic system evolution logic in the campus environment.The real transformation of higher vocational colleges is largely the process of organic self-evolution and self-development of the school.The disconnection of internal and external mechanisms as well as the relationship between transformation and stability in the basic system are the root of the vigorous reform of higher vocational colleges on the surface,but it is difficult to walk inside. |
