| 摘 要： | 古代中国的“天下观”，即是朝贡制度在东亚体系中的表现，中华帝国作为“四夷”的中心，维护着这一地区的安全，带动周围邦国的发展；集体安全体系形成于20世纪初，它作为解决世界“无政府状态”的一种尝试，以维护世界的和平为目标。作为具有内向性的体系，二者功能上存在着一致性；但是由于在古、今时间上相差甚远，加上东西方地理上的不同，两者也存在着诸多的不同之处。

| Abstract: | The "view of the whole world",in ancient China,is paying tribute system carried out in the East Asia.The empire of China,as a center,kept the safety of this area and promoted other countries development.At the beginning of the 20th century,the collective security was formed and tried to solve anarchy problem to keep the world Peaceful.Both of them are introversive and consistent in function.However,there is lots of difference between them,for each system formed and used different epoch and geography. |
