民族地区普及国家通用语言文字的教育公平之义

摘    要:通用语言文字是国家统一的文化基础,也是统一多民族国家的重要象征。在民族地区普及国家通用语言文字不仅有助于各民族的团结,也有利于民族地区经济社会的发展以及教育公平的实现。目前,民族地区普及国家通用语言文字的情况良好,但仍然存在将其等同于“汉族语言文字”,并与“双语教育”相对立的认识误区。国家通用语言文字既是诸多教育资源的载体,其本身也是一种重要的教育资源。民族地区普及国家通用语言文字不仅有利于教育资源的合理性配置,更具有促进教育公平的意蕴。普及国家通用语言文字体现了教育资源配置的平等原则、差异原则和补偿原则。民族地区普及国家通用语言文字,应首先厘清国家通用语言文字的内涵,澄清误解;其次,充分肯定国家通用语言文字的教育资源价值,认识普及国家通用语言文字对促进教育公平的作用;最后,依据相关法律法规,遵循语言学习规律,因地制宜推广国家通用语言文字。

Abstract:The common language is the cultural foundation and an important symbol of multi-ethnic country.Popularizing the common language not only contributes to the unity of all ethnic groups,but also to the economic and social development in ethnic regions and achieve educational equity.At present,popularizing the national common language is well-implemented,but there is still misperception on equalizing it with“Han language”and it is regarded as an opposite to“bilingual education”.National common language is the intermediate of many educational resources as well as an important educational resource.Popularizing national common language in ethnic areas is not only significant in rational allocation of educational resources,but also promoting educational equality,which shows the principal of equality,difference,compensation in the allocation of educational resources.To popularize common language,firstly,we should clarify its connotation and clarify misunderstanding;secondly,we should confirm the value of educational resources for national common language,and understand its role in promoting educational equity;finally,we should follow the law and language learning principles to promote national common language according to local conditions.
