| 摘 要： | 为建设世界一流研究型大学,2005年德国政府启动了"卓越计划"。目前,"卓越计划"已经进入第三阶段。经过十多年的努力,"卓越计划"在动态调整机制、整合科研体系、科研论文发表、世界大学排名等方面取得了积极成效,但也存在资金短缺等不足。2015年,我国开启"双一流"建设,借鉴"卓越计划"的实施经验,建设有中国特色的世界一流大学和世界一流学科应着重关注退出机制、评价指标体系、第三方机构参与等问题。

Reflecting Mechanism Problems in "Double First Class Initiative" from the Perspective of German "Excellence Initiative" |

| Abstract: | In 2005, the German government initiated "Excellence Initiative" in order to build German first class research oriented universities. "Excellence Initiative" has entered its 3 rd phase and has made progress in dynamic adjustment, integrating scientific and research system, paper publish, world university ranking, etc., and also has its deficiency of lack of fund. In 2015, China launched the "Double First Class Initiative". By referring to the implementation of the "Excellence Initiative" in Germany, and the "Double First Class Initiative" in China should pay attention to exit mechanism and evaluation index system, and a third party participation in order to build world class universities and disciplines with Chinese characteristics. |
