| 摘 要： | 21世纪是世界各国对海洋利益重视、主张与竞争、进行海洋国际秩序重构的海洋世纪。海洋利益的争取，涉及国家核心利益，是任何涉海国家都无法回避的战略问题。日本的海洋战略制定者意识到，海洋利益的争取必须立足道德制高点，以海洋环境保护的名义推行海洋环境教育的国家战略。本文对日本海洋环境教育的背景、体系、特征进行了梳理与归纳，为我国的海洋战略制定提供了启示与参考。
